Gubernial consumer cards are being issued in Novokuznetsk since December 2011. Cardholders of these cards buy food at 7% discount in four retail networks of the city.
The Deputy Chairman of the City Administration Committee for the Social Security Irina Prokhno explained the rules of issue of the discount cards: «Currently we give gubernial consumer cards only to invalids and participants of the Great Patriotic War. Issue of these discount cards was initiated by Novokuznetsk retail networks Holodilnik, Kora, Solnyshko and Centerprodservis».
